Get entity counter target progress by target code
Returns a customer-safe progress projection for the active COUNTER target selected by RewardsPortalRuntimeConfig.displayTargetCode. When called by a portal member principal, entityType and entityId may be any syntactically valid placeholders: both are ignored and replaced with the caller's customer identity. A frontend may render against displayThreshold when configured, but achieved is always target-truth and must not be inferred from the rendered fraction.
