Get program ledger entries by program ledger

GET 
/:customerEntityType/:customerEntityId/program-ledger-entries/by-program-ledger/:programLedgerId

Returns program ledger entries for a specific program ledger and customer entity. Note: when called by a portal member principal, the customerEntityType and customerEntityId path parameters are ignored and the caller's own customer identity is always used instead.
