Start an OAuth connector connect flow

Begins the connect flow for an OAuth-based connector (e.g. SLACK). Stashes the supplied endpoint configuration and returns the provider authorization URL to navigate the browser to; the granted destination is created as a webhook endpoint when the provider redirects back.
