Create a new customer preference
POST/customers/:customerId/preferences
Creates a new preference for a customer with the provided data. Staff and M2M callers holding CUSTOMER_PREFERENCES_WRITE may write any customer's preferences. A portal member holding PORTAL_SELF_WRITE may write only their own preferences; the supplied customerId is ignored in favor of the caller's resolved customer identity.
